Situation of severely disabled employees at Bavarian universities

According to § 154 SGB IX, the Free State of Bavaria is legally obliged to employ severely disabled people in at least 5 per cent of jobs. The fulfilment of this obligation presupposes that this quota is achieved on average at all state offices and thus also at the universities. According to the data from the notification procedure in accordance with § 163 Para. 2 SGB IX, the State Ministry of Science and the Arts does not fulfil this quota, unlike most other departments. The research project will therefore use scientific methods to analyse which specific conditions apply to the employment of severely disabled persons at Bavarian universities and how these may influence the quota for severely disabled persons.
Research questions
- Are there university-specific characteristics with regard to the employment of severely disabled persons?
- To what extent do individual behavioural patterns of those affected, such as concealing a severe disability or fear of exclusion, have an effect on the rate of severely disabled persons determined in the registration procedure according to § 163 SGB IX?
- What significance does demographic development have for the (future) development of the rate of severely disabled people?
- What is the rate at which severely disabled people apply for advertised jobs and how does the rate of severely disabled people in the hiring process compare?
- Are there significant differences in the proportion of severely disabled people between different categories of staff at universities?
- What strategies and measures do universities take to create attractive working conditions for severely disabled people and what is the current status of accessibility at Bavarian universities?
