Subject

As compensation for tuition fees, state universities receive study grants and non-state universities receive equalisation payments, which must be used to improve study conditions. The IHF prepares a report on the utilisation of the study grants for the Bavarian Ministry of Science.

Research questions

The IHF answers the following questions on behalf of the Ministry of Science:

• Were the state study grants and equalisation payments in the 2024 financial year used for the specific purpose of improving study conditions?
• How are the state study grants and equalisation payments distributed between: (1) personnel and material resources, (2) university groups, (3) use categories (improvement of teaching, improvement of student services, improvement of infrastructure)?
• How are the expenditure reserves at the universities developing?
